Conditional Access for Small Businesses: Plan Before You Enforce
Introduce Microsoft access policies with licence checks, report-only testing, recovery access and a controlled rollout.
Begin with a policy goal
Conditional Access can evaluate circumstances around a sign-in and require controls before access is allowed. Start with a clear goal such as stronger protection for administrative access or defined access from managed devices. Avoid copying a policy set without understanding who it affects.
Check licences and dependencies
Microsoft's base Conditional Access capabilities require the appropriate Entra ID licensing. Risk-based Identity Protection capabilities have different requirements. Base Microsoft 365 Business Premium and optional add-ons should not be treated as the same feature bundle.
Check accounts, applications, device registration and management prerequisites. Confirm the requirements against Microsoft's current documentation and your actual subscription.
Pilot without creating a lockout
- Inventory the users, workloads and service accounts in scope.
- Prepare and test emergency access under Microsoft's guidance.
- Use report-only mode where appropriate to understand impact.
- Test different locations, devices and normal staff workflows.
- Agree who can reverse a change and how they will do it.
- Roll out in controlled stages with support available.
Avoid policies based on assumptions
Blocking every country outside Australia may disrupt travelling staff or legitimate workflows. Requiring a compliant device can exclude a device that has not yet been enrolled. Decide the intended behaviour and test it rather than discovering the effect after enforcement.
Emergency access needs deliberate design and monitoring. Blanket exclusions copied from an online guide can leave unnecessary access paths.
Keep ownership after rollout
Assign someone to sign-in failures, exceptions and policy reviews. Record why an exception exists and when it will be reconsidered. A policy is useful when it supports an ongoing operating process.
